01 · India's Climate Commitments
Panchamrit
Panchamrit is India's five point climate pledge, cascading down into Nationally Determined Contribution targets that states, cities and districts are expected to translate into local climate action plans. Institutions without a documented baseline and roadmap risk being caught unprepared as reporting cycles tighten and climate finance increasingly flows only to jurisdictions that can show a credible, costed plan.
02 · Urban Water Security
AMRUT 2.0
AMRUT 2.0 goes well beyond water supply. It covers sewerage and septage, wastewater recycling, aquifer management, and rejuvenation of urban water bodies, with central funding conditional on service level benchmarks and reform milestones. Cities that cannot demonstrate progress against these benchmarks don't just miss a target, they risk losing access to the grant itself.
03 · National Clean Air Programme
NCAP
NCAP sets city specific air quality targets under the National Ambient Air Quality Standards for non attainment cities, and compliance is now directly tied to Finance Commission grant disbursement. Air quality is also one of the most visible measures of governance a citizen experiences daily, so a city that cannot show a credible source wise action plan risks both its funding and its public standing at the same time.
04 · Waste Management Performance
Swachh Bharat Mission
Swachh Bharat Mission ties waste segregation, processing and disposal performance directly to Urban Local Body scoring and funding, with results published and compared across cities every year. A city that falls behind doesn't just miss internal targets, it falls in a public, comparative ranking that shapes both political visibility and future funding eligibility.
